Title IV and Service Animals


  • The Cynthiana Harrison County Public Library assures that no person shall on the grounds of race, color, sex, age, disability or national origin, as provided by Title VI of the Civil Rights Act of 1964 be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or service. The library assures that every effort will be made to ensure nondiscrimination in all of its programs and services. (See the library’s Title VI Assurance of Compliance Plan.)
  • The Board of Trustees is responsible for ensuring the implementation of the Title VI program. The library director, on behalf of the Board, is responsible for the overall management of the Title VI programs and serves as the coordinator.
  • The Title VI coordinator will coordinate the library’s effort to comply with and carry out its responsibilities under the ADA, including any investigation of complaint alleging its noncompliance with ADA.
  • If any individual believes that he/she has been subjected to behavior that is noncompliant with Title VI, he/she may file a complaint with the library by completing the Grievance Procedure form.
  • Every effort will be made to resolve complaints informally at the library level.
  • Every effort will be made to identify any areas that may need improvement.

Service Animals

  • The library recognizes that service animals assist people with disabilities to deal with the effects of their disabilities. The only animal recognized by the ADA requirements as a service animal is a dog. The new definition of service animal is any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.
  • A miniature horse is acceptable under extenuating circumstances. Service animals may be any breed, size or weight. Some wear special collars or harnesses. They are not required to have special licenses, to be certified, or to have any visible identification.
  • In some situations, a person with a disability may require more than one service animal, where each animal provides a different type of assistance
  • Service animals perform various tasks and provide services for people with disabilities:
    • Assist during a seizure
    • Retrieve medicine or other items
    • Help individual with dissociative identity disorder to remain grounded
    • Prevent/interrupt impulsive or destructive behavior
    • Assist with balance, stability
    • Provide non-violent protection or rescue work
  • Under the Americans with Disabilities Act, organizations that serve the public, must allow people with disabilities to bring their service animals into all areas of the facility where customers are normally allowed to go.
  • Library employees may only ask two questions: Is this service animal required because of a disability? Or What work or tasks is the animal trained to perform?
  • People with disabilities who use service animals will not be isolated from other patrons or treated less favorably than other patrons.
  • The library will require service animals to meet reasonable behavior rules, and will require service animals to be licensed and vaccinated.
  • The patron has the responsibility to care for and supervise the service animal at all times. When around other people, the animal should be well behaved. All service animals should be bathroom trained.
  • If the service animal is unruly or disruptive, the library staff may ask the patron to remove the animal but the patron is allowed to stay.
  • If another patron is allergic to animals, the library staff will attempt to keep the animal and the allergic person separated, as much as possible.
  • If other patrons complain that they are not allowed pets, staff should state that the library complies with the ADA. (6/15/2011)
