Fraud


  • The Cynthiana Harrison County Public Library is committed to preventing fraud. Fraud is a criminal act in which individuals, groups, or businesses steal taxpayers’ monies. Fraud can also lead to acts of violent crime.
  • The Library Board, director and employees are responsible for preventing, identifying, and reporting fraud. All reports of fraud should be reported to the director or to the board chairman.
  • COMMITMENT BY THE LIBRARY BOARD:
    • The library board of the Cynthiana Harrison County Public Library seeks to make a positive difference with an aggressive commitment to preventing fraud and addressing fraud when it is suspected. The board is committed to increasing fraud awareness among the board and its employees. Fraud prevention and fraud awareness are the first steps in rooting out fraud.
  • POLICY SCOPE:
    • The scope of the Cynthiana Harrison County Public Library’s policy is intended to cover everything that constitutes fraud, which may include but are not limited to such activities as:
      • False statements from the board and/or employees
      • Bribery or kickbacks
      • False claims or bid rigging
      • Theft or embezzlement
      • Forgery or alteration of documents
      • Destruction or concealment of records
      • Profiting from inside knowledge or conflict of interest
  • This policy scope also identifies other possible criminal acts, which will be coordinated with local law enforcement or handled by appropriate administrative actions including notifying the board chairman.
  • CONFIDENTIALITY STATEMENT:
    • The library board and the director understand that any investigation of fraud or other criminal activity will not be disclosed except to the appropriate law enforcement authorities. The board of the Cynthiana Harrison County Public Library will not retaliate against the director, employees or patrons who report fraud, criminal activity, or other program irregularities.
  • AUTHORIZATION FOR INVESTIGATION:
    • The director and/or the board chairman are responsible for the investigation. This authority granted to the director and the board chairman includes the right of management to obtain and examine records.
  • CONSEQUENCES:
    • All administrative, civil, and criminal penalties associated with fraud are options of the board and include the following penalties for the director and/or employees: termination of an employee or director, criminal action, restitution.
  • DUE PROCESS:
    • The Cynthiana Harrison County Public Library and the library board will review all recommendations for termination of an employee and/or director such as criminal action or restitution and the director and/or employees will be accorded full due process of law.
  • FRAUD REPORTING REQUIREMENTS:
    • Suspected fraud or related criminal activities should be reported to the library board and/or director.
